Service with .reg file

To reproduce this problem should copy test_service.exe from attach to
windows/system32 and import test_service.reg to registry.

C:>net start test_service
The test_service service is starting.
The test_service service was started successfully.
C:>winedbg
Wine-dbg>info process
 pid      threads  parent   executable (all id:s are in hex)
 00000008 1        00000000 'cmd.exe'

There is not this problem on Windows 2000 (Windows should be rebooted after
importing .reg file).

In 1.2-rc6, service doesn't show as running in winedbg/info process or in top.
Attempting to start it again, however, shows it as already running.

I haven't verified how it behaves on windows though.

The bug still exists. I tested with wine-1.3.31-320-gc872590
