Windows 3.1x support CPL in NE format (16bits)
Windows 98 support CPL in NE format (16bits) [also support CPL in PE32]
Support for NE CPL is drop in Windows XP

Some old old software (win3.1) include Control Panel items in CPL NE format

I am just testing Aldus PhotoStyler 2.0 SE (from my original "Creative Power
Graphiscs [CD]") it includes "KODAC PRECISION Color configure" Control Panel
Applet.

Also in winworld (as abandonware...)

This software is NT compatible:
 If set compatibility mode to win 3.11 (DOS based) [win3.11,95,98]
 => install  kcfg.cpl [NE 16bits] in windows\system
   (note: copy to system32 not fix the problem ; because NE format)
 If NT detected: (compatibility mode winxp or more)
 => install kcfg32.cpl [PE32] in windows\system32 [alias %SYSTEM_FOLDER%]

In this software there is a work around (if system is NT), but it should be
taken into consideration for other software that only installs Control Panel
Applets in NE format.

FUN NOTE: in NT the CPL [PE32] is installed and it is shows in CPanel (but not
work ; seen to suffer the same problem as BUG 39900 [not related to this bug])
