FUEL seems to start fine and then spends a while (the first time it's opened) generating shaders, but then just before it completes, it errors out claiming that it couldn't validate the shaders and quits. Any time you open the game, it jumps straight to the validation (and failure point) as it's already generated the shaders.

Does the bug still occur with wine-4.0-rc7? If yes, does the patch https://github.com/wine-staging/wine-staging/tree/master/patches/d3d8- ValidateShader fix the issue?
He means fixme:d3d9:Direct3DShaderValidatorCreate9 stub the patch proposed in bug 8051 https://bugs.winehq.org/attachment.cgi?id=52904&action=edit and I see no such hack in wine-staging
