This bug is very similar to #42707.
When in WoWS port screen there are several management screens that use CEF. Those cannot be opened. When trying, an additional half-transparent layer is created on top the graphics, three dots are written on top (this should be replaced by the screen title if working) and in the middle of the screen there's an anchor symbol with an animation. On the top right corner a hint is displayed to press ESC to leave. Nothing else is being displayed. Pressing ESC brings you back to the original screen and the transparent layer is removed.
This happens at least with: - Inventory screen - News screen - Clan screen - "Invite a friend"
Environment: - Wine version is 2.13, downloaded from build.opensuse.org/Emulators - Host is (uname -a): Linux jordan 4.4.74-18.20-default #1 SMP Fri Jun 30 19:01:19 UTC 2017 (b5079b8) x86_64 x86_64 x86_64 GNU/Linux - Game version is 0.6.8.1
Tahoma font package installed, no wrapper like PlayOnLinux is used, Windows version set to 10 (same behavior as setting to 7).

I remember having that issue back in July 2019 when I started playing that game. It was fixed not long before client update 0.9.2.1. I'm certain of that because I remember noticing the memory leak issue before it was fixed and, after that update, I checked the in-game browser and it worked.
I did clan stuff and browsed the in-game shop regularly this year so it worked for me with many wine 5.x versions, up to 6.0-rc2 a few days ago (I don't think I ever used wine-staging for that game).

The current 0.9.11 client breakage that some people on EU servers can't access the armory, news etc. is a regression introduced by WG, not a Wine bug. Maybe they will fix it with next update.

Off-topic: WG only seems to focus on adding/changing things to make the game experience even more horrible, except for a small amount of players who play CV to enable them to grief all other players with this broken class. Seems to be a pattern with their other game as well (WoT).
