winex11: Don't send minimize/maximize sys commands to windows that are not supposed to get them.

if you alt+tab or ctlr+Fx to change desktop in LotRo the game will become a really small image top left of the desktop, I attached a small screenshot of that. clicking that small image will make the game full screen again but you will have lost all keyboard and mouse input into the game. alt+tab/ctrl+Fx will eventually give you keyboard and mouse input in the game again but I have not figured out the exact sequence to get that always working.
I searched bugzilla on alt+tab, lord of the rings online, and the commit number but found nothing so should not be a double.
as per instruction on the wine regression page I added the author of the patch.
this is with the KDE4 desktop in case it matters.

git show ab111025c03e7e2a93bb61a6b3607e4bf8f83561 | patch -p1 -R patching file dlls/winex11.drv/event.c Hunk #1 succeeded at 942 (offset 1 line). Hunk #2 succeeded at 967 (offset 1 line). CC="ccache gcc" ./configure --verbose && make depend && make
and that removed the problem. if there is any specific logging needed for this (removing fixme-all) does not show anything different with or without patch

- game starts full screen on desktop 1 - ctlr + F2 to get to desktop 2 - click the taskbar to get back to LotRo - it will then become the small image top left - clicking on anything on desktop 1 has no effect except if you click the small image, game will become fullscreen again - you will have no keyboard/mouse click input though, going ctrl + F2 to get to desktop 2 and then back ctrl + F1 to desktop 1 will fix this - however if you ctrl + F2 to desktop 2 and then click the taskbar lotro button it will happen again.

tested with nvidia drivers 196.x and 256.x, same behavior.
tested with Opensuse 11.3 RC1 which has KDE 4.4.3, just in case it might be related to KDE, the behavior is a little different, the mini screen top left appears, clicking that will fill left half of the screen with lotro, right clicking taskbar and selecting full screen will give lotro fullscreen but like before without mouse/keyboard input, ctrl+f1, ctlr+f2 will eventually solve this.

KDE4: regression still there Gnome 2.3: regression still there
In gnome the only difference is that next to the mini screen top left it also draws the whole thing (just not fullscreen as you can see the taskbar), but only the mini screen responce to a click just like under KDE 4
added both the kde 4 and gnome desktop screenshot, these are taken after alt+tab/ctrl+F2 and then clicking on lotro taskbar to get it back fullscreen.
