Xenu is a website link checker that finds broken links. In general it installs and works very well (so Silver).
It has the ability to check links that requires a username and password. When it finds the first link like this, the application prompts the user for a username and password. Under wine, it is at this point the application or wine crashes. The window to prompt for username and password doesn't appear.
If you disable the prompting for username and password feature, the application no longer crashes, it just notes that it couldn't check that link because authentication was required.
So you can avoid crashes by disabling the 'Ask for password or certificate when needed' option under 'Options' -> 'Settings'. This make the application very stable, but of course you will not be able to check links that require password access.

Tested with the Wine-supplied version of 'wininet' on Ubuntu 9.04 'Jaunty' (64 bit) with version 1.1.26~winehq0~9.0.4ubuntu1 published on 2009-07-18.

Is 'wine-1.1.26-183-gc6570a5' newer than 'wine 1.1.26~winehq0~9.0.4ubuntu1'?

Yes, that's why it was reported and marked fixed. the 183-gc6570a5 part of the version refers to the current state of the git tree. If you want to test please get Wine via git, compile and test.

So I'll assume it is fixed - with thanks to whoever patched that - and re-test the next packaged update.
