Just remove the WINEPREFIX.
Where did you get wine from? Your setup looks broken.

When i remember right, i used that tutorial: https://tecadmin.net/install-wine-debian-9-stretch/
Why do you think it's broken? Today, i installed "HeidiSQL" sucessfully. (as non-root)

These aren't normal:
0009:err:file:init_redirects cannot open L"C:\windows" (c000000f)
Could not load wine-gecko. HTML rendering will be disabled.
This may be expected with debian's wine, since they don't ship wine-gecko, but winehq builds should have gecko support.
0037:err:ntoskrnl:ZwLoadDriver failed to create driver L"\Registry\Machine\System\CurrentControlSet\Services\MountMgr": c0000035
You shouldn't need to run as root, and as you've seen, it won't work if root doesn't have a DISPLAY it can use.
By removing the WINEPREFIX, I mean: $ rm -rf "$HOME/winedotnet"

is this still a problem with recent Wine? Please retest with latest version, Wine 4.21 or 5.0-rc1 and report back.
The error messages from the WINEPREFIX creation step indicate you have a general problem with your distro, i.e. broken and/or missing host packages/dependencies.
