steam install ok but if i close it down I get this error next time I want to run it

Fatal Error:Could not load module 'bin/vgui2.dll'

The only way I can get it to run is to reinstall it

it happens with every wine version I try

tryed running in win98 and win2k 
tryed desktop mode
