I created a new 32-bit wine prefix this morning, set the Windows version to 10 (sorry) and installed Dragon NaturallySpeaking 13.0 into it. (Under winecfg, the sound was set to default, which had worked previously.) The NatSpeak installation appeared to go flawlessly. But the program will not run. It starts normally but then says it cannot use my "user," that is, the set of files with my voice data in it. I have tried creating a new user, and that does not work either. I also tried changing the sound to pulseaudio in winecfg, ditto on the no work.
An error message says that the program cannot find my sound source.
Debian LXDE with all updates. wine-1.7.55 (Staging)

Generally its not recommended to change the Windows version in winecfg, except the application refuses to run otherwise. Do you still encounter the same issue after changing it back to the default (Win XP)?

DNS 13.0 should also work with Windows 7 & 8; does the problem also exist with those versions?

That's several versions out of date. Please retest with 1.8-rc3, preferably with the development branch to rule out this being a staging-specific issue.

I tried installing with Windows 7, which is probably the lowest version NatSpeak 13.0 will run with. (Vista is too low.)
The installation went well. I used to have to install DOTNET 4.5 but now it installs just mono, with this message.
wine: Install Mono for Windows to run .NET applications.
I installed every likely package with the words Microsoft and mono in them.
RESULTS: Now it crashes earlier.
Then I reinstalled with the mono packages already on my system.
Crash.
I'm missing mono packages?
I'm wondering if the solution isn't something simple. For instance, it's a 32-bit program running on a 64-bit machine. Could I be missing the right 32-bit mono libraries?
Later if you wish I'll install DOTNET4.5 and see if it runs that way.
This is finals week for me (and I'm the teacher) so I may not be able to respond right away. I can do simple tests.

After the program has loaded, it gives a dialogue that says: In: default (Unavailable) which I'm pretty sure means it can't find the incoming sound. When I respond to the box by either clicking "Cancel" or "add new dictation source" I get a crash.
NatSpeak 13 did run with wine 1.7, HOWEVER, it couldn't train a new user, and I had to import user data from an earlier NatSpeak.

Could you summarise, starting from zero: clean .wine and clarify what packages are or not installed at start?
I've wasted all of yesterday trying to reinstall version 9, which I did have nicely installed in bilingual version years ago. I gave up after far too much time wasted reinventing the magic incantations needed to make anything work, and which change every time wine gets a version bump.
I came back to give it fresh look after a few years away and sadly it does not seen that we have moved forwards. Turning clockwise with your eyes closed and throwing salt over the left shoulder still seems to be one of the key parts of the installation method.
If you can detail something that works here, I'll have a last try at resurrecting version 9 pro, before I finally give up on WINE definitively.

NatSpeak 9.5 never ran well, if at all, under wine. That's my memory of years ago. But 12.0 and 12.5 are now obsolete (so are cheap) and ran well. You might try using one of those.
Or try these instructions:
rm -rf .wine WINEARCH=win32 winecfg select Windows 7 winetricks dotnet40 then try installing the program.
Remember, it's going to crash the first few times you use it. And don't push any buttons that require the program to do extra work.
