Installer +ole +msi log

Brand new/clean prefix. The installer starts and then before it even reaches
the user interaction stage it fails with the message "The current version of
the application could not be determined" and closes.

Almost certain this used to work so I'll try and regression test when I get a
chance.

My original/first comment was in regards to the installer for Battlefield 2.

This also happens when trying to install Oblivion so it may be quite a few
applications that are effected, raising severity for that reason.

Confirmed with another user in IRC that they are having the same problem with
1.1.41.

I can confirm that this is also an issue with the Oblivion installer.
Regression test shows:
