[Bug 4466] Riched20: Looks like one can't accept license agreement.

The reason it dosn't un-grey is our riched20 dosn't send EN_UPDATE notifications
when the installer wants it. I'm looking into when the right place to do that
is, then i'll have a patch for this.

Also, it seems my recent scrollbar patch has managed to break the scrollbar for
this program - I'm looking into that as well.
