Isn't that's the way windows works too? You don't get any hints on mouse over
if the window is inactive.
Sounds like invalid bug.
Nope, not at all. The issue isn't the mouseover not working when the window IS
inactive, the issue is the mouseover not working when the windows HAS BEEN
inactive.
