I would have preferred to reopen the original bug, but it seems I don't have
the permissions to do so, sigh. So it's cloned.

Anyway, this bug still exists, still affects the current versions of
EvE-Online, and as the 2-line patch I am about to submit shows, is trivial to
workaround.

When attempting to download any premium content patch for EVE Online (i.e. when
the client version is upgraded and the game forces a new download) an error box
pops up saying 'There was a error starting the content upgrade download.
IBackgroundCopyJob::SetPriority.' and in the console
'fixme:qmgr:BITS_IBackgroundCopyJob_SetPriority Not implemented' comes up.

Patch to stub the BITS (qmgr) SetPriority routine so the EvE downloader works

And here is a patch that allows the EvE downloader/updater to work once more.
Tested with this morning's Apocrypha 1.1.2 update.
