It can, but we explicitly test that it isn't, so the check is redundant. I prefer to avoid those checks where they're redundant, although this is something of a personal preference and you will often find code to the contrary elsewhere in Wine (though that is often because a todo_wine was removed but a corresponding if() was never removed.)
