This is a WIP, so feedback is welcome anytime. I can improve the patches in between, I am seeing failures with the implementation of GetEffectParameters. I will improve the test for CreateEffect, the remaining tests to run only if its successful. I am trying to figure out the failures, if you have found the reason - please let me know, so that I can save time.
