[PATCH 0/1] MR2053: wmc: Include config.h from lang.c

tools.h uses HAVE_SYS_SYSCTL_H as an include guard which, like others
set by configure, is defined in config.h. Make sure we pull that in or
we never get to include sys/sysctl.h.
