as far as I can tell, ll-hooks should still called in all cases
As a side note, I am not seeing any hooks with NOLEGACY in a sample application under Win10, which at first seems to contradict this. However, it seems some special behavior could be involved here : https://stackoverflow.com/questions/13128692/wh-keyboard-ll-hook-doesnt-capt...
