Let's remove the now outdated comment.

Also, how about condensing the tests into the initialisers?  Something like:

```suggestion:-14+0
            char *paramName = ((*pArg & ~1) == 0xfffe) ? NULL : pNameTable + (*pArg & ~1);
            BOOL HaveOffs = !(*pArg & 1);
```
