[PATCH 0/1] MR9695: win32u: Require VK_KHR_external_semaphore_fd for keyed mutexes.

We need to use vkImportSemaphoreFdKHR to import the keyed mutex sync
object, and it will be NULL if the extension hasn't been enabled.
