Added a pretty comprehensive test (which also tests interactions with Win32 priority APIs) modulo boosting (which will be added in part 4).
I also noticed, when comparing to running on windows, that there was a similar mix-up with process base_priority and priority, which is also fixed now, otherwise the tests do fail.
