I completely disagree with the following point in the OP:

It's fine to not print any messages if ntsync is working properly, as users can just check with `lsof /dev/ntsync`, but diagnostic messages if ntsync _does_ fail to work should exist. It's a huge performance loss if Wine is using server side synchronization compared to ntsync, and a message telling the user that is is _not_ working will go a long way in getting bug reports for this or just making life easier debugging.
