Oh, looks like -turbo moved this to jconfig.h. Given that the define is checked throughout -turbo's source code, I guess they did this so they can support the ABI's of multiple libjpeg versions.

I guess it's fine, I just wanted to understand the one part of the diff that barely touches an area I maintain.
