Yes, the codec's patent is from 1994, it should have expired by now.
I suppose one advantage with this approach is that the dll can be used as a drop-in replacement for the ir50_32.dll on Windows. Microsoft has disabled it due to [security concerns](https://support.microsoft.com/en-us/topic/microsoft-security-advisory-vulner...).
