There is a thread from 2014 https://www.winehq.org/pipermail/wine-devel/2014-August/105084.html. I think it was meant to address some packaging problems that were address by then-maintainer of ubuntu packages. There are also points mentioned there it's an unnecessary complication in case of wpcap which can't be used without system counterpart library, and which is not a windows component to begin with.
