Please, don't ever implement this, it's a stupid feature and I think that 95% of the global population agree with me.
There's just no reason why we would ever want this.
Even $5 mouses doesn't have sensitivity issues nowadays, just no.

The session manager or DE should control this "feature", it would be just another layer.
