The final bluetooth driver code consists of a minidriver called bthenum[1], which manages a FDO bus created for every Bluetooth radio on the system + all remote devices and associated services on that radio, which is that `device_fdo_bus` is meant to store. It doesn't get used in this MR, so I'll move this code to the bthenum commit(s).
