Installing libpcsclite probably won't be an issue. There doesn't appear to be a debian package for virt_cacard though and I doubt we want to build it from source. Perhaps we should leave it to developers to install that if needed. Another option would be attach a real smart card to a testbot VM. That way it could be tested on Windows as well.
