It's probably worth to add a couple of notes:
1. If I use tahoma.ttf from Windows I get almost identical results between Windows and Wine. 'Almost' is because Windows produces more visible errors (+2/-2) for a rotated font while under Wine I get practically the same results for all angles.
2. A test case attached to the bug https://bugs.winehq.org/show_bug.cgi?id=33190 works and displays rotated text identical to what I see under Windows.
