I see the scrollbar problems. You seem to have used Agent under wine before
without that problem. What was the last version of wine that worked correctly?
I do not see the other (cursor key) problem. Did you try the Scroll Lock button?
Do you see "SCRL" on the status bar?

I am also experiencing this on SimCity 4 Rush Hour, with same settings as above.
Using a internal via sound card (which works flawlessly) & ALSA.
The game is playable but sound effects are sometimes cutted. Also in the Region
Screen music skips.
Here is a selection of some of the dsound fixme shown:

Running Forte Agent 1.93 32-bit on a Debian-unstable/x86 box, with wine version 20050524
(installed from a binary package), some scrollbars are broken. Both the horizontal and the vertical
scrollbar are broken (just plain grey bars with no controls) in the message composition window.
And in the message reading window, the vertical scrollbar is broken. In this case, there is just a
small grey square at the bottom of where it should be. This means that the app has become
basically unusable as I can't read any more than the first few lines of a message.
There is also still a very old bug which I never got round to reporting, in the composition window
the cursor keys scroll the window instead of moving the cursor.
If you need any more info, such as details of my wine config, please ask.

In this particular program, one eventually need to fill-in values in a dialog
box. In particular, there are several drop down lists, which should each have a
few items. However, when run with wine, the lists only have one item.
Howto reproduce:
1) Unpack the archive and cd into the DropDownBug directory.
2) Start with: wine GestiTeam.exe
3) Click on the second menu "Gérer une équipe"
4) Select the "test.team" file
5) Click OK in the message box "Erreur d'équipe"
6) Select Menu Match/Validation définitive
7) Type "1" and press enter
We finally got to the faulty dialog box. All lists have only one element (which
should be the last one).
I tried tricks to select other values, like using the keyboard, to no avail, so
it seems this is a bug with filling the values of the drop down list, not with
displaying it.
Note that the bug also happens with version 20050524, which is not yet proposed
in bugzilla (but the bug has been present for a long time).

Cedega is now able to run it by uncommenting "MemoryLayoutOverride" =
"0x10000000" in their config file. Somebody most likely knows what this
actually does.

Isnt half the problem answered by the quote in MSDN "If an application sets
the nWidth ***or*** nHeight parameters to zero, CreateCompatibleBitmap returns
the handle to a 1-by-1 pixel, monochrome bitmap." - In most (but not all)
fixmes, one of the width or height is 0, in which case the other should be
ignored and a 1x1 pixel bitmap returned?
(I have a memory of someone saying this on wine-devel, but maybe I'm wrong)
