This has been fixed.
NB, by default, Wine no longer uses the PRIMARY selection, so you cannot paste
from an xterm without setting
HKCU\Software\Wine\[AppDefaults\app.exe\]X11 Driver\UsePrimarySelection = 1

Update: I had originally reported that Warcraft III install.exe and game patch
programs hit a 100% CPU bug. I believe that I traced it as far as wine's
msvcrt, because using a native msvcrt fixed the problem. Shortly after the
report, the problem was fixed -- no idea when the fix was committed, sorry.
Since it was probably in msvcrt, it would have probably been wide scale enough
to be a regression in many apps. Since War3 install.exe and the patch programs
have long since worked, my guess is that the original reporter's problem has
been fixed too, since the time period is roughly the same.
This bug should be closed as fixed because 1) my problem no longer exists, and
2) unless the reporter gives more information, we have nothing else to go on.
Note: I was told there is 100% CPU bug D3D but that has cropped up since.
Again, I am going with the time period for bug 934. These other bugs shouldn't
have any relation, so they should be filed under new number. Having bug 934
remain open will have people still coming here, so lets close it so the old bug
comments don't get them confused.
