Because this call is not present on Windows 98 your app may decide not to call it. Your app is probably based on QT because I have seen this problem with QT based apps before. In fact, I just sent a patch to improve GetCharABCWidthsFloat that may also help with your application. Maybe you could try it? With wine compiled from sources I use Windows 2000 emulation and everything is ok. I believe that this is a problem of slackware binaries. When I compile from the source the is no problem.
