Or as a private person at the European Consumer Liasion office: http://ec.europa.eu/comm/competition/forms/consumer_form.html When you don't report it, nothing is documented at the authorities and they cannot act without a formal complaint. Microsoft is on their watchlist and they will welcome all substancial inputs.
