Lack of NPOT support would show a lack of scaling and an empty border around the right/bottom side of the texture. Here the picture is scaled correctly, but with an offset from the left and top. Other than that, I get this myself on an nvidia card using FBO ORM. The program outputs NOTHING to the terminal and its only error message is one it displays itself stating that it couldn't load it's own DLL file.
