OK, thanks to many repeated tips from A.F.,
I now understand the workaround, and have implemented it in winetricks.
Try
wget http://kegel.com/winetricks
sh winetricks vcrun2005
That should both install msvcr80 and make the
registry change needed for that library to
be found in the proper location instead of system32.
This seems to get around that bad dialog box.
I see also that real sxs support patches are starting to
be posted (http://www.winehq.org/pipermail/wine-patches/2007-April/038672.html )
Once that series is complete and merged, I can remove
this crufty workaround from winetricks.

You can ignore all the shown errors. They are not exactly correct.
Depending on how this software access CD-ROM you might or might not be able to

Quicken 2007's installer now aborts early with
"You do not have sufficient privileges to complete this installation."
after a call to AccessCheck. Reverting this patch
fixes the problem. Confirming, and gnashing my teeth.
