Ok, it finally works :).
Sorry that I though you mean my external IP, no *my* local IP in that sense.
The IP I have to connect to my router is 192.168.1.5 (router is 192.168.1.1)
I will attach a Winsock debug log in case you want to see it working. Thanks for
your patience and for all Damjan Jovanovic!.
I wonder it's a by-desing Linux/K/Ubuntu behavior to not 'update' etc/hosts with
the settings of the users.

Summary: Cannot socksify Steam with FreeCap.exe, tsocks,
proxychains nor dante-client
Product: Wine
Version: 0.9.38.
Platform: PC
OS/Version: Linux
Status: UNCONFIRMED
Severity: normal
Priority: P2
Component: wine-net
AssignedTo: wine-bugs(a)winehq.org
ReportedBy: helge(a)helges.dk
I'm trying to run Steam (Counter-Strike) through an SSH tunnel via a local
SOCKSv5 proxy without luck.
The SOCKS is up and running, and my normal Linux applications seem to be working
fine with it, but I haven't got any Wine program to work with it (tried iexplore
and Steam).
With tsocks, iexplore simply doesn't show anything at all (http://www.google.dk).
Steam waits for about 20 seconds, then says it's unable to connect.
Using proxychains produces the same result, but Steam displays it a little faster.
I tried using FreeCap.exe (this used to work in Windows), but it's unable to
launch Steam.exe:

fixme:toolhelp:CreateToolhelp32Snapshot Unimplemented: heap list snapshot

I switched to windows and download an Winsock Tracer
The first "connect" from the program returns "WSAEWOULDBLOCK". The Tracer's help
says this about it:
" this indicates an error code of WSAEWOULDBLOCK, then your application can either:
1. Use select() to determine the completion of the connection request by
checking if the socket is writeable, or
2. If your application is using the message-based WSAAsyncSelect() to indicate
interest in connection events, then your application will receive an FD_CONNECT
message when the connect operation is complete."
--------
I can figure out the way to post a full XMR in windows winsock trace if you want it.
I'll switch back to linux to test your workaround.

That error means 190.86.118. is not your IP.
Type ifconfig and put in *your* IP, not the point-to-point IP, in /etc/hosts.

What Wine version? What video card? What drivers? Are you running it
fullscreen/window/virtual-desktop?
Read this before replying: http://winehq.org/site/docs/wineusr-guide/bug-reporting

Seems it does not solve the problem :(
Chaging auroserver1 to my external IP address (which is dynamical, and that
represent another issue on doing it as a workaround) gets again an Bind error.
trace:winsock:WS_gethostbyname "auroserver1" ret 0x212bc0
trace:winsock:WS_bind socket 00dc, ptr 0x34f6f0 { family 2, address 190.86.118.,
port 0 }, length 16
warn:winsock:WS_bind failure - errno = 99
trace:winsock:DllMain 0x7b540000 0x0 (nil)
-----------------
If this binding to localhost fails also in windows on external connect, then
there should be another problem in Wine, as I'm using the same exe in Windows.
I'm going to trace all the relevant variables when running the program in Windows.
