I don't use BIDI so I have no idea what's required. A good bug report has steps required to reproduce the bug. It doesn't seem like you're going to fix the bug, so someone who chooses to fix the bug needs these steps. If it's as simple as 'Set language to X, then run notepad and observe the menus' then just say that.
