This is better than 0.9.52, where the process crashed. World of Warcraft uses the result from MapVirtualKeyEx in MAPVK_VK_TO_CHAR mode when binding an action to a key; if the result is 0 (or, apparently, if the result is much larger than 255), it can't bind the key.
