Geforce 6 and later doesn't have it, and wine uses different codepaths, so it can explain why many people are not seeing any problems. You can try to verify it by opening dlls/wined3d/directx.c, finding the line beginning with '{"GL_EXT_paletted_texture",' and commenting it out ('//' at the beginning or ctrl-D if you use kwrite editor), then compiling.
