In screenshot you can see the pop up with the error message. native msvcrt doesn't help. TO reproduce: use ACE client or the original clent. ACE client needs a patch from Bug 25624 to start. Original rads launcher has problems to Bug 26924, but at least for me it is working sometimes. Once you are in the PVP.net start any game even tutorial and game will crash.
