On CS3, the error occurs with the OS dialog. (There's a button to select OS or Adobe dialog.) (And on wine, the Adobe dialog just silently doesn't respond to those URLs, doesn't even highlight the Open button.) Dragging and holding the layer over the target-image results in drawing a black border, therefore the image gets recognized correctly, but dropping gets ignored.
