This works in Windows. Judging by http://appdb.winehq.org/objectManager.php?sClass=version&iId=19469&iTesting… the lack of graphics is a regression. See the instructions in bug 11414, comment 10 for information on how to reproduce. Obviously, stubbing out MsiMergeDatabase to always succeed is not enough for the validation to work properly.
