The first timeGetTime() calls (seen as GetTickCount() in log) are probably to stabilize measurement. The game code uses a specific number of ddraw2_WaitForVerticalBlank()/ddraw7_WaitForVerticalBlank() calls = "x" full refreshs to calculate vertical sync frequency using stop-watch.
