This function doesn't seem to work. Someone in bug report 29871 reported that if you run `xwininfo` and hover over the palette windows, you can see that Override Redirect State: yes, which explains why they stay on top of everything. The desired behavior is that these windows behave like the rest of Photoshop and do not remain above other X11 applications.
