This was a problem with some timezones before that commit, it just happened to reveal the problem because it changed "Iran Standard Time" which is used in the Mono test suite. When hovering an image, the annotate button appears, but does nothing when pressed. When giving focus to an other program and afterwards switching back this window doesn't reappears.
