Hey!
I try this one in steam directory (in .wine of course) 
imre@linux-u7z8:~/.wine/drive_c/Program Files/Steam> wine steamTmp.exe
SelfUpdate "Steam.exe" 26
26 like 26% instead of 14 I do not know why but I worked for me the installer
after 26% break restarts to the end.
