Triage.

Bug severity won't be raised because: Severity is as it applies to Wine as a
whole. So a major bug would impede a large amount of things in Wine in general.
Normal would be a severe loss of functionality in an application (normally
something stopping it from working at all or rendering it unusable). Minor
would be either a small part of an app not working, normally an offshoot of
some sort (in this case the Friends list of STEAM, which isn't the primary
purpose of STEAM). On a side note: AppDB maintainers have no control of bugs
and their severity.

Please stop spamming the bug with "please fix" messages or further
confirmations, it's well known that it's not working and it will be fixed when
a dev gets around to it (assuming someone can figure out how it needs to be
fixed).

You're free to look at the Wine code and attempt a fix yourself in the meantime
or have someone with experience do it for you.
