I don't understand. I have this bug with 5.11, 5.14, 5.16, 5.17 with World Of Warcraft under gentoo. Works with 5.10, but not with more recent version.
You need a PE-build of wine. Compiling wine while having mingw-gcc installed should do the trick. At least it did for me with Arch.
