[Bug 27444] error dialog of google chrome outer installer cannot display Chinese

This reg file also (partially) work around for Bug 27256.

I use "partially" because:
 * after applying the reg file, both Simplified Chinese and Traditional Chinese
display as expect
 * either before or after applying the reg file, there is another Language
display wrong, not sure it is Japanese or Korea or others.

I'm considering to close Bug 27256 as a dup of this one, what do Wine
developers think?
