Retest with recent Wine, preferably Wine 1.7.55 or higher. Provide download links, specify application version etc.
NOTE: If this 'D-Link Connection Manager' software relies on Windows (USB Modem) hardware drivers then this won't work anyway.
Wine is not an operating system and doesn't implement the "Windows kernel" infrastructure needed to support various kind of hardware driver classes.
If Linux doesn't recognize your hardware there is nothing Wine can do here. As general advice: don't buy hardware which is not supported by Linux (kernel). Wine can't help you with that.
In your case please search the Internet for Linux support of your device, such as: https://askubuntu.com/questions/446579/setting-up-my-new-3g-usb-modem-d-link...
If there is no response after certain time, the bug will be closed without further notice (abandon).
