[Bug 9422] Visio 2003 failing with the message "iopl not enabled"

Since Visio requires its bundled gdiplus rather than the one in the
operating system, I don't think it's appropriate for our gdiplus to
imitate it.  Rather, we have to make sure we use the gdiplus that comes
with the app.
